The May 28th Town Board Meeting - with three of the four board members in attendance - was fairly straightfoward, taking a bit of a turn when it was clear one board member hadn't read the details of resolutions in the Consent Agenda, and had questions about the details of the resolution, prompting the need for an executive session.
The meeting opened with the pledge and a moving innovacation by Doug Leonard of the Hopewell Reformed Church. Two new resolutions were added to the agenda, and the agenda was accepted.
During the public portion of the meeting Grace Martin thanked the board for accepting a sponsorship from "The Pines of Poughkeepsie" to provide the refreshments for the monthly birthday celebrations held at the Senior Center. She also noted that the Senior Picnic will be held on July 27th.
Brian Sears spoke asking the board to address the property on Dogwood Hill Road saying that the situation has been going on too long and it is untenable for he and his neighbors. He was sitting with several people from the neighborhood.
Consent Resolutions (agreed upon resolutions - approved)
A Resolution accepting a donation of $1800 from the Pines of Poughkeepsie to sponsor the Sr. Center's monthly birthday parties, thus providing the parties at no cost to the Seniors.
A Resolution authorizing the supervisor to enter into an agreement with Empress Ambulance Services to provide Ambulance Services to Town of Wappinger Residents (outside the village) - tabled at the request of council member Beale
A Resolution authorizing the supervisor to execute a lease agreement with Empress Ambulance servies at the Emergency Services Building for 30 month
Non Consent Resolutions - discussion
Resolution Directing the removal of an unsafe structure on Dogwood Hill Road. The board was prepared to move ahead to order the demolition of the unsafe structure, when the building department notified the board that the property owner has applied for, and received a demolition permit. This is a bit of a Lucy/Charlie Brown situation because this has happened before ... and the permit has been rescinded at the last minute -- just like the football. But the Board, being ever so generous, asked the neighbors to have patience for another two weeks. The Neighbors with decidedly disgusted looks of their face, got up and left the meeting.
Resolution approving the purchase of aluminum bleachers for Town Parks - approved.
Resolution approving the promotion of a Sr. Groundskeeper to Head Groundskeeper - Approved
Resolution approving the hiring of Labor Counsel to study a workplace complaint. - approved
Off the board went to an executive session -- to come back and approve the previously tabled resolution re: Ambulance Service and were treated to a lengthy explanation of Ambulance Service provided to the town, distinguishing it from other towns in Dutchess County.
Council Member Beale then thanked everyone for their participation in the Town of Wappinger Memorial Day Services which he found very moving. Council Member Phillips reminded everyone of the New Hackensack Fire Department Celebrations June 2 - June 9 and Council Member Cassella reminded everyone of the MidPoint Sewer upgrade discussion on June 10 and expressed that he was pleased with the progress at Midpoint and Rockingham parks re: Paving.
